COI Tracking

Contracts Connected vs Billy (2026)

Billy is a construction compliance tracker built around the certificate of insurance. Contracts Connected runs the subcontract and every document a vendor owes. Here is where each one fits.

In one paragraph

Contracts Connected is the better fit when you send the subcontract and collect lien waivers and certified payroll with the certificate; Billy is the better fit when you want a certificate-first tracker with a managed review team and a Procore side panel.

TL;DR. Billy and Contracts Connected are both built for construction general contractors. Billy is a compliance tracker centered on the certificate of insurance, sold self-service or with a managed team that reviews certificates for you. Contracts Connected is a contract system: it sends the subcontract, then collects the COI, lien waivers, certified payroll and everything else the vendor owes against it.

Every fact about Billy below comes from Billy’s own website, read on October 13, 2026. Contracts Connected is our product. We say where Billy is the better choice, and we hold our own product to the same standard.

Where Billy is the better pick

  • You want someone else to review the certificates. Billy’s Managed plan puts its certificate review team on your COIs and endorsements. Contracts Connected doesn’t sell a managed review service: your team decides, with the AI reading if you switch it on.
  • Your vendors won’t make an account. Billy’s vendors and brokers upload from a link with no login. Contracts Connected vendors set up a free account first.
  • You live inside Procore. Billy names a Procore side panel and a long list of accounting integrations.
  • Insurance is the only document you chase. A certificate-first tracker is a smaller purchase than a contract system.

Where Contracts Connected is the better pick

  • You send the subcontract too. Contracts are built on your own templates with the project’s data entered once, routed through your approvals, sent as one package and signed inside. E-signatures are built in. No separate signing app, and no DocuSign account needed.
  • Lien waivers and payroll matter as much as insurance. Whether a vendor can be paid depends on the waiver and, on prevailing wage jobs, weekly certified payroll. Contracts Connected collects both with the certificate and shows who can be paid on one tracker.
  • You want the AI to do the chasing. On the Done for you level, your AI agent emails vendors from its own address, asks for what’s missing or expiring, answers their questions and files what comes back.
  • You want AI to be optional. On Do it yourself, no AI model touches your documents, and everything else works the same.

What they share

Both are built for construction. Both read a certificate against your requirements, not only its expiration date. Both remind vendors automatically and both work alongside Procore. For the wider field, our COI tracking software guide compares eight tools.

How we compared

We read Billy’s home page, FAQ, AI Review Assistant, Managed plan and DocuSign integration pages on October 13, 2026, and recorded what each says. Where Billy’s site didn’t mention a feature, we wrote “not found on their site” rather than claiming it doesn’t exist. We didn’t use review sites or other vendors’ comparison pages. Our co-founder ran a large federal general contracting firm for 15 years, about 100,000 documents a year.
