TL;DR. Contracts Connected is the best document approval workflow software for construction in 2026 when the approvals you need are contracts going out and vendor documents coming in, because it runs both in one system, as two separate flows, and logs every approval with who and when. Procore and Autodesk Forma are the project management platforms to look at for submittal and drawing reviews, and Trimble Viewpoint Vista routes subcontracts and purchase orders for approval inside its ERP. Oracle Aconex and InEight Document fit large multi-company projects, Planyard fits smaller contractors approving purchase orders and invoices, and Buildertrend fits home builders who need the client’s signature on a change order.

Every fact about a competitor below comes from that vendor’s own website, read on October 7, 2026. Where a vendor does not publish a price, the table says “not published”. Contracts Connected is our product. We rank it first, we say why, and we list its limits in the same format as everyone else’s.

What document approval workflow software has to do in 2026

Construction approval workflows cover three different jobs. Most tools below are built around one or two of them, and Procore reaches into all three. Contract approvals happen before anything goes out. Your people sign off on a contract, whether it’s a subcontract, a PO, a work order or a design agreement, or on a change order, before the vendor sees it. Document approvals happen when paperwork comes in, from certificates of insurance and W-9s to certified payroll, pay apps and invoices, and each one is accepted or sent back. Design reviews move submittals, RFIs and drawings between the contractor and the design team, and transmittal tracking belongs with that job.

Whichever job it is, good software does the same few things. It sends each item to the right people, one after another or all at once, and pulls in another approver when the amount is big enough. It reminds whoever is sitting on it and holds the next step until the approval is in. Then it records who approved what and when. Internal-control guidance has a name for that extra approver. The GAO’s Green Book calls it multilevel authorization, approval from more than one level for transactions that carry more risk.

The tools differ on which job they were built for. Procore and Autodesk Forma are project management platforms with approval workflows for documents and submittals, and Procore’s also cover subcontracts, change orders and invoices. Oracle Aconex and InEight Document are built for large projects with many companies on them. Trimble Viewpoint Vista routes subcontracts and purchase orders for approval inside its ERP. Planyard and Buildertrend serve smaller contractors and home builders. Contracts Connected does the first two jobs and not the third.

Contracts Connected

Contracts Connected is the AI Contract Operations System for construction. Project management runs the job. Accounting runs the money. Contract operations is the third system: the subcontracts, the compliance documents and the proof that a vendor can mobilize, is compliant on site and can be paid. Our approval workflow software runs approvals as two separate flows. Contract approvals happen before a contract goes out. Document approvals happen when vendors send things in.

Strengths

  • Your people sign off on the drafted contract package, and on change orders, before it goes out for signature. Approvers go in order or all at once, an extra approver joins above a contract value you set, and the package can’t be sent until the last required approval is in.
  • An approver who sits on it gets reminded, then it escalates.
  • Your team approves or rejects what vendors send in: certificates of insurance, W-9s, certified payroll, pay apps and invoices. To reject one, you write the reason. The rejected copy stays on the record, the vendor gets your reason, and the document goes back on their list. Pay apps and invoices can route through an approval chain too, and vendors get a reminder rollup every Monday and Wednesday morning until everything is in.
  • The AI is optional. On Done with you, it drafts the rejection message for you to send. On Done for you, your AI agent sends it on its own. It never approves anything; your people do.
  • Every approval is logged with who and when, and the activity log exports for any project or vendor. Integrations with the project management, accounting and ERP systems you run are worked out with you, case by case, and are an add-on included on Max.

Considerations

  • It does not do submittals, RFIs, drawing review or design-team document control. For those, look at the project management and project collaboration tools below.
  • Contract approval routing comes with Core, priced on a call. Foundation, from $416 a month (pricing), covers collecting vendor documents with reminders, review and filing. Every plan has unlimited users and vendors.

Procore

Procore is construction project management software for owners, general contractors and specialty contractors. Its Workflows tool lets you build your own approval workflows, and its Submittals and Daily Log tools have approval steps of their own.

Strengths

  • Procore lists what its Workflows tool can route: subcontracts, purchase orders and their change orders, prime contracts and owner invoices, subcontractor invoices, payments, budget changes, correspondence and documents.
  • Companies build their own workflow templates, with condition steps, custom responses, several assignees on a step and a way to send a workflow back to any earlier step. External collaborators, such as subcontractors, can be assigned a step.
  • Submittals have their own submitter and approver groups, and the Daily Log holds entries from collaborators as pending until an admin approves them.
  • Procore’s AI agents include a Submittal Review Agent and an RFI Agent, and Procore says agents never take action without sign-off.

Considerations

  • Pricing is not published. Procore charges an upfront annual fee by product, based on your annual construction volume.
  • Some of it is still in beta. Procore’s guide to a custom workflow for subcontracts and purchase orders, with steps that branch on the contract amount and a reminder once a day when a step runs late, is marked beta, and Procore says those features aren’t in its production environment. The Document Management tool, where document workflows run, is only available in select regions.
  • The approvals live inside Procore, so they fit best when your projects already run there.

Autodesk Forma

Autodesk Forma, formerly Autodesk Construction Cloud, is Autodesk’s construction platform. Document approvals live in Forma Data Management, formerly Autodesk Docs, and Autodesk’s Submittals tool has review workflows of its own.

Strengths

  • In the Reviews tool, a project administrator builds an approval workflow from a template of several steps, picks the reviewers and the time allowed for each step, and decides what happens to approved files, such as copying them to a folder. Reviewers get an email when it’s their turn.
  • Submittals get custom review workflows, so every reviewer has a chance to review and comment.
  • Autodesk publishes its prices. Forma Data Management, which includes document approvals, is $45 a month per user paid annually or $70 paid monthly. Forma Build is $117 a month per user paid annually and includes Forma Data Management, and a plan with no limits on users is priced by sales.

Considerations

  • Approvals are built for project files, such as drawings, models and documents.
  • Document approvals are not in Forma Data Management Essentials, the version included with eligible standalone AutoCAD, Revit and Civil 3D subscriptions.
  • The AI Autodesk names, Autodesk Assistant and Construction IQ, is for finding information and spotting risks. None is named on the approval pages.

Trimble Viewpoint Vista

Vista is Trimble Viewpoint’s construction ERP for job costing, financial management, HR, service management and jobsite tracking, and it is part of Trimble Construction One. With its Workflow module, subcontracts and purchase orders can go through review and approval before they’re processed.

Strengths

  • Each time a subcontract is entered, Vista decides whether it needs approval from its amount and the spending limit of the person who entered it. A subcontract entered by someone with no spending limit always needs approval.
  • Reviewers get an email or an in-app message and approve or reject from a work center. A rejected subcontract goes back to the person who entered it, to fix and resubmit.
  • A subcontract that needs approval can’t move on to processing (Vista calls the step interfacing) until it’s fully approved. Workflows can be set up for purchase orders too, with approval and spending limits on line items or on the PO total.

Considerations

  • It needs the Workflow module, plus setup of spending limits, reviewer roles and one or more workflows.
  • Pricing is not published. Trimble’s product page points to a contact form, and it names no AI.
  • The approvals live in the ERP, so they fit contractors that already run Vista.

Oracle Aconex

Oracle Aconex is a cloud project collaboration system for construction, infrastructure and engineering projects. It is built for many companies working on one project, and each one keeps ownership of its own data.

Strengths

  • Workflows, forms, routing rules, review processes and approval paths are all configurable, with workflow templates and subworkflows.
  • A review matrix starts the right approval flow from the review document’s metadata and adds the required people automatically. Documents move through the workflow on set rules and timings, and review comments on documents, 2D drawings and 3D models are logged in one list.
  • The audit trail records who did each action and when, and Oracle says nothing recorded can be deleted or edited. Supplier documentation management tracks due dates and statuses on vendor document packages.

Considerations

  • Pricing is not published.
  • Oracle designed it for asset owners, general contractors, EPC firms and the rest of a project team working across independent companies, so it fits large multi-company projects best.
  • No AI is named on the Aconex page. The integrations named include Oracle Primavera Cloud, your financial systems and open APIs for design authoring tools.

InEight Document

InEight Document is document control software for capital construction, sold on its own or with InEight’s other modules. InEight names self-perform contractors, EPCs, design-builders, engineering consultants and owners among its users.

Strengths

  • Configurable workflows move approvals, RFIs and reviews, and you can clone a workflow template, change its steps and reuse it across projects.
  • InEight says every action, version and approval goes into an audit trail, and information can be updated but never erased.
  • Permissions can be set by role, company or document type, and integrations include Bluebeam, Microsoft Office and major ERP systems.

Considerations

  • It is built for capital projects. InEight says its workflows adjust from small team reviews to multi-contractor capital projects, and that reusing them suits owners and EPCs managing multiple programs.
  • InEight publishes no price for Document. Pricing varies with the modules, the number of users and the contract length. InEight also sells a per-user option, InEight NOW, online with up-front pricing, but its pricing page doesn’t say which products that covers.
  • No AI is named on the Document pages. InEight’s home page presents its platform data as a foundation for AI.

Planyard

Planyard is construction estimating and cost control software for general and smaller contractors. Its approval workflows cover purchase orders, costs, RFQs and subcontractor payment applications.

Strengths

  • Purchase orders are approved before they’re issued, invoices at project and central level, the winning bid on an RFQ before it becomes a purchase order or subcontract, and subcontractor pay apps before payment.
  • Approvals can have several levels and approvers, pending actions get notifications and reminders, and Planyard documents who approved or rejected each request and when.
  • Prices are published: Estimating $52, Essential $105, Professional $158 and Ultimate $210 a month per project manager, with supporting staff at $43 on Essential and up. There is a 14-day free trial, and it connects to Xero, QuickBooks, Sage, MYOB and Procore.

Considerations

  • Approvals depend on the plan. Invoice and purchase order approval workflows start on Professional. Subcontractor pay apps, with their management approval workflow, and bid approval workflows are on Ultimate.
  • Pricing is per user, so the bill grows with the team, though there is no limit on projects.
  • No AI is named on the approvals or pricing pages.

Buildertrend

Buildertrend is construction project management software for home builders, remodelers and contractors, and it says it is designed for more established builders. Its Change Orders tool documents a scope change, prices it and gets the owner’s approval before work moves forward.

Strengths

  • Owners review and sign change orders before work begins, and every change keeps a time-stamped record of pricing, attachments, notes and digital approvals.
  • Internal or client signatures can be captured at any stage, and approved change orders connect to the budget and job costing.
  • Its AI reads bills, drafts client updates and organizes plan sets and specifications to start submittals. QuickBooks and Xero integrations are listed.

Considerations

  • Pricing is not published. Buildertrend gives a custom quote on a call, and unlimited users are included.
  • The change order page describes signatures, internal or client, rather than approval routing by step or amount.
  • No AI is named for approvals on the change order page.

Also considered

We looked at these too. Each fact comes from the vendor’s own site.

  • Kahua is an enterprise platform for owners and delivery teams on capital programs, with a package for general contractors. You configure its forms, routing, approvals and permissions, and pricing is by request.
  • CMiC is a construction ERP of financials and project management. Its Workflow product builds custom workflows, and CMiC says it speeds up approvals. Pricing is by quote.
  • Trimble Unity Construct, formerly e-Builder, is project delivery software built for owners.
  • Newforma Konekt brings design teams, contractors and owners into one system for RFIs, submittals, document control, and contract change tracking and approvals.
  • Bluebeam is PDF markup and collaboration software from $260 per user a year, with Studio collaborations and custom markup statuses. Its home and pricing pages don’t describe approval routing.
  • Approvdit is a general approval tool for bills, purchases, contracts and hiring, with a construction page on site POs, progress claims and retention releases. It lists $149 a month for up to 100 active users.
  • Microsoft Teams has an Approvals app, and Power Automate builds approval flows. See the question on Teams below.

How to choose

Start with which approvals you mean. If it’s a contract or change order before it goes out, whether the contract is a subcontract, a PO, a work order or a design agreement, and the certificates, W-9s, payroll and pay apps that come in after, you want the contract side and the vendor side in one place. That is what Contracts Connected is built for, and it is why we put it first.

If it’s submittals, RFIs and drawings, use the platform your projects already run on. Procore and Autodesk Forma are the project management platforms here, and Oracle Aconex and InEight Document are built for large multi-company projects. Our lists of the best submittal review software and the best RFI management software go deeper on those.

If you want subcontracts and purchase orders approved inside accounting, start with your ERP. Vista routes each one for approval by spending limit, and CMiC sells its own workflow product. Planyard suits a smaller contractor that wants purchase order, invoice and pay app approvals at a published price. Buildertrend suits a home builder whose key approval is the owner’s signature on a change order.

If an approval needs someone outside your company as a step, such as an owner or an architect, Procore lets you assign external collaborators to a workflow step.

One test separates the tools quickly: draft a $600,000 subcontract and ask each vendor to show who approves it, what happens when an approver sits on it for a week, and where the record of that approval lives.

How we evaluated

We visited each vendor’s own website on October 7, 2026 and recorded what it says about who the product is for, what it routes for approval, the AI it names, the integrations it names, the pricing it publishes and the feature that sets it apart. Where a page did not answer a question, we wrote “not published” or left it out. We did not use review sites, analyst reports or third-party comparisons, and no vendor paid to be listed. Contracts Connected is our product, so we held it to the same format and listed its considerations alongside everyone else’s. After Contracts Connected, the tools run in order of fit for a contractor approving contracts and project documents: the two project management platforms, the ERP that routes subcontracts and purchase orders for approval, the two systems built for large multi-company projects, then two tools for smaller contractors and home builders. Written by Lars Herman. Our co-founder ran a large federal general contracting firm for 15 years, about 100,000 documents a year.

What is the best document approval workflow software for construction?

Contracts Connected, if the approvals you need are contracts going out and vendor documents coming in. For submittal and drawing reviews, Procore and Autodesk Forma lead, with Oracle Aconex and InEight Document on large multi-company projects. Trimble Viewpoint Vista routes subcontracts and purchase orders for approval inside its ERP.

What is the best construction project management software for review and approval workflows?

Procore and Autodesk Forma. Procore’s Workflows tool routes subcontracts, purchase orders, change orders, invoices, payments and documents, and its Submittals tool has submitter and approver groups. Autodesk Forma runs review and approval workflows of several steps for drawings, models and documents, and custom review workflows for submittals.

What is the workflow for document approval?

Someone submits the document, the software sends it to the reviewers one after another or all at once, and each one approves, rejects or approves with comments. Good software reminds whoever is holding it, holds the next step until the approval is in, and records who approved it and when.

Which approval software handles submittals and RFIs?

Procore, Autodesk Forma, InEight Document, Kahua and Newforma Konekt all name submittals or RFIs on their own pages. Contracts Connected does neither. It handles contract approvals and the documents vendors owe you, and it sits beside the tool you use for submittals and RFIs.

Does Procore have approval workflows?

Yes. Procore’s Workflows tool lets you build approval workflows for subcontracts, purchase orders, change orders, invoices, payments, budget changes, correspondence and documents, with condition steps and custom responses. Branching on the contract amount and a daily reminder for late steps are in a beta that Procore says isn’t in its production environment.

Can approvals be routed by dollar amount?

Yes, in several tools. Vista decides whether a subcontract needs approval from its amount and the spending limit of the person who entered it, and Procore’s Workflows beta can branch on the original contract amount. In Contracts Connected, an extra approver joins contract approvals above a contract value you set.

What software handles purchase order and subcontract approvals?

Construction ERPs and project platforms. Vista routes subcontracts and purchase orders for approval by spending limit, Procore routes both through its Workflows tool, and Planyard has purchase order and invoice approval workflows from its Professional plan. In Contracts Connected, your people sign off on the drafted contract package before it goes out for signature.

Does approval software keep a record of who approved what?

Yes. Oracle Aconex records who performed each action and when, InEight says it tracks every action, version and approval, Planyard documents who approved or rejected each request and when, and Procore says it tracks every action and approval in one place. Contracts Connected logs every approval with who and when, and the activity log exports for any project or vendor.

Which software has a daily log approval workflow?

Procore does. In its Daily Log, entries from collaborators wait as pending until an admin approves them, and a rejected entry comes back with a Resubmit button.

How much does approval workflow software cost?

Autodesk’s Forma Data Management, which includes document approvals, is $45 a month per user paid annually, and Planyard’s approval workflows start at $158 a month per project manager. Contracts Connected starts at $416 a month (pricing), with contract approval routing on Core, priced on a call. Procore, Vista, Aconex and Buildertrend don’t publish prices, and InEight publishes none for Document.

Can I run construction approvals in Microsoft Teams?

Yes, if you build them. Teams Approvals sends a request from a chat or a template, lets you set the approval order and shows who has responded. Power Automate builds sequential and parallel approval flows, with conditions you add yourself, and they land in the same list. Microsoft’s own examples are expense reports, customer discounts and time off.

Can I track approvals in a spreadsheet?

For a handful of contracts, yes. A spreadsheet records what someone typed. It can’t hold a subcontract until the last approver signs off, remind the approver who has had it for a week, or show who approved last month’s pay app unless someone kept it current.

See both kinds of approval on a sample project

Contracts Connected doesn’t do submittals, RFIs or drawing review. It handles the contract side of the job: contract packages approved by your people before they go out, and every document your vendors owe you approved or sent back with your reason. Read how contract and document approvals work inside Contracts Connected, then book a demo. Setup is three 30-minute meetings, on your templates, with the person who will run it.
