TL;DR. Contracts Connected is the best subcontractor prequalification software in 2026 for general contractors who want prequalification to lead straight into the job, because it is the only tool on this list where the W-9, the license, the bond and the COI are collected into the same vendor file that then runs the subcontract, the payroll and the waivers. Autodesk TradeTapp and Procore Prequalification are the picks when the goal is a risk score inside the preconstruction platform you already bid from. Highwire, Avetta, ISNetworld and ComplyWorks are contractor management networks where the sub carries one profile to many hiring clients, and Constrafor bundles prequalification with COIs and subcontractor financing.

Every fact about a competitor below comes from that vendor’s own website, read on September 19, 2026. Where a vendor does not publish a price, the table says “not published”. Contracts Connected is our product. We rank it first, we say why, and we list its limits in the same format as everyone else’s.

Two kinds of prequalification, and the gap between them

Prequalification software answers one of two questions. The first is “should we let this sub bid?” That is a risk judgment: financial capacity, bonding, safety history, litigation, references, all scored against limits you set. TradeTapp, Procore, Highwire, Avetta and ISNetworld are built for that question, and the networks among them let a sub answer it once for many hiring clients.

The second question is “can this sub mobilize, and can we pay them?” That is a document question: a W-9 that matches the entity, a license that is current in the right state, a bond where the job needs one, a certificate of insurance that meets the insurance exhibit. Then the same vendor owes a signed subcontract, a lien waiver with every pay application and, on federal work, a certified payroll every week.

Most GCs run the first question in one tool and the second in email and a spreadsheet. The prequal packet is approved, the sub is invited to bid, and the documents that came in during prequalification are re-collected three months later when the subcontract goes out. The tools below differ most in what happens after the qualification status is set.

The eight tools at a glance

Tool Best for AI Integrations Pricing (as published) Differentiator

Contracts Connected

Contracts Connected is the AI Contract Operations System for construction. Project management runs the job. Accounting runs the money. Contract operations is the third system: the subcontracts, the compliance documents and the proof that a vendor can mobilize, is compliant on site and can be paid. Prequalification here is the front of that loop. The vendor portal collects the W-9, the license, the bonds and the COI, then the same vendor file receives the subcontract, collects the lien waivers and, on prevailing wage jobs, the weekly certified payroll. The portal reminds vendors on Monday and Wednesday mornings until everything is in. The tracker shows every vendor, every required document, who can mobilize, who is compliant on site, and who can be paid.

Strengths

  • Nothing is collected twice. The documents a sub uploads to get qualified are the documents that run the job, and the contract package goes out on your own templates with redlines and e-signatures inside Contracts Connected, no separate signing app.
  • AI is a dial. DIY means no AI touches your documents. DWY reads a COI against the project’s insurance requirements, limits, endorsements, additional insured, waiver of subrogation and expiry, and tells you whether to accept or reject and why; it drafts, it never sends. DFY is the AI agent, with its own email address and phone number, that chases what is missing whether or not anyone is logged in, with a Human in the loop mode or an Auto mode where everything is logged.
  • Subcontractors never pay. Not to register, not to upload, not to sign. Unlimited vendors on every plan, and integrations with the project management, accounting and ERP systems you run, each worked out with you, case by case.

Considerations

  • It is built to collect and verify a vendor’s documents and then run the job. Benchmarking a sub’s financial ratios or safety record against a network is what TradeTapp, Highwire and Avetta are for.
  • Foundation, from $416 a month, collects vendor documents with reminders, review and filing. COI tracking against project requirements and approval routing sit in Core, which is priced through a sales call.

Autodesk TradeTapp

TradeTapp is Autodesk’s subcontractor qualification product. It helps teams qualify subs faster with automated financial reviews, safety assessments and benchmarking, centralizes questionnaires, risk scoring and approvals, and shares qualification status with BuildingConnected Pro so estimators see risk before they award.

Strengths

  • The financial review is real analysis, not a checkbox: custom questionnaires, internal limits, financial ratio calculations and approval workflows, plus project-specific assessments that identify where additional mitigation is needed. Risk mitigation recommendations come with the score.
  • Invitations, follow-ups and renewal requests to subs are automated, and qualification data syncs automatically to BuildingConnected Pro. Supplier qualification and risk data also appear inside Cost Management in Forma Build, and ERP or accounting systems can sync so internal backlog data flows in.
  • Autodesk describes the network as the largest crowdsourced network for qualifying subs and comparing financial health.

Considerations

  • No AI feature is named on the product page, and no price is shown. TradeTapp is sold with Forma for Preconstruction alongside Forma Takeoff, Forma Estimate and BuildingConnected Pro, through sales.
  • It ends at qualification status. The subcontract, the certificate on the job and the waivers live in other systems.

Procore Prequalification

Procore Prequalification is the qualification step inside the Procore platform: a single place to assess a company’s risk, built for any business that hires vendors to deliver goods or services. Subs who pass can be invited to bid through Procore’s connected bidding tool, and the record then sits with the rest of the project.

Strengths

  • The questionnaire ships with hundreds of default questions and can be customized at any moment, and reviewers approve or deny submissions inside the platform.
  • Because it is Procore, the qualified sub flows into bidding, commitments and the project directory without an export, and there are 500+ integrations behind it.
  • Unlimited users are included, so the estimator, the risk manager and the project team can all see the same status.

Considerations

  • Procore AI is named in general terms as automating busywork, but no prequalification-specific AI, financial ratio analysis or safety review is described on the page.
  • Pricing is an upfront annual fee by product, based on your Annual Construction Volume, with no figures published.

Highwire

Highwire calls itself contractor risk management software and describes its model as Contractor Success rather than pass or fail: assess the sub, then collaborate to mitigate default and safety risk. It serves construction, data centers, health systems and manufacturing, and reports assessing more than 60,000 contractors.

Strengths

  • The assessment is broad. The prequalification page lists Financial Analysis, Project Capabilities, Past Project Experience, Diversity Classifications, Corporate Information, Surety Bond Tracking, Litigation and Defaults, Safety Performance History, and Client and Supplier References, mapped to six risk categories: Injuries, Defaults, Rework, Cyber, Environmental and Diversity.
  • The Procore integration, installed from the Procore Marketplace, connects Procore projects to Highwire projects, syncs contractors and shows Procore contract and financial data beside the risk assessment.
  • Subs get something back: the platform tells them where they stand, benchmarks them to peers and positions them to win more work.

Considerations

  • Pricing depends on your assessment needs and the number of contractors you work with, and contractor subscriptions are based on company headcount, so subs carry a cost. No figures are published.
  • No AI feature is named on the site.

Avetta

Avetta is a contractor risk management and supply chain safety platform used by hiring organizations to see their contractor and supplier network, and by suppliers to get qualified faster and access more work. It reports 360,000+ businesses in 120+ countries and covers prequalification, worker management, insurance verification and subcontractor management.

Strengths

  • The AI is named and specific. AskAva is a generative AI risk assistant for job hazard analysis, inspections and incident investigations. AI Co-Pilot automates repetitive tasks and assists Avetta’s auditors. OCR-based document verification helps its compliance professionals review worker records.
  • Client-Connected plans include insurance verification with multi-policy support, digital document signing, ESG ratings and cybersecurity scores, injury and illness statistics verification, worker management tools and ERP integration. Open APIs are documented on a developer portal.
  • A Vetify add-on gives suppliers expedited compliance support.

Considerations

  • Plans on the site are supplier membership plans, Directory and Client-Connected, with no figures published. A GC should ask what its subs will be asked to pay.
  • The platform is enterprise and global, and construction is one of many industries. Insurance verification is a feature of the network, not a project-by-project certificate review.

ISNetworld

ISN describes itself as the global leader in contractor and supplier information management. ISNetworld collects and reviews health, safety, quality, insurance, training, cybersecurity and sustainability information, serves 900 hiring clients, and lets a contractor submit once for multiple hiring clients from a network of 90,000 companies.

Strengths

  • Documents are reviewed by people. ISN’s Review and Verification Services team, RAVS, checks insurance certificates, written programs, training documentation and other documents against regulatory and hiring client requirements.
  • Subs answer once. A contractor connected to several hiring clients maintains one profile, which reduces duplicate questionnaires across owners.
  • Hiring clients can import third-party data such as training records, drug and alcohol screenings, background checks, citations and on-site inspections, and benchmark contractor performance against peers.

Considerations

  • Both sides pay. Pricing is all-inclusive: an annual fee plus a one-time setup fee for hiring clients, and for contractors an annual fee and setup fee based on workforce size and countries of operation. No dollar figures are published.
  • No AI is named, and no software integrations are named beyond data import.

ComplyWorks

ComplyWorks now sits under Veriforce Canada, alongside SafeContractor, SafeLearning and SafeEmployee. The product manages contractor and workforce compliance across teams, locations and business units with one connected product, built for hiring clients that need more than site-level confirmation.

Strengths

  • Worksite-level oversight with requirements aligned to the work on the ground, plus orientations and training management and contractor evaluation and performance tracking.
  • It is built for highly regulated industries such as oil and gas, property management and municipal operations, where coordinating compliance across a wider business is the job.

Considerations

  • complyworks.com redirects to veriforce.ca. The product is Canadian and the ownership is new; a U.S. general contractor should confirm coverage and support before evaluating.
  • No pricing, AI features or integrations are published on the product page.

Constrafor

Constrafor is a procurement and payments platform for general contractors that includes subcontractor prequalification, COI management, invoice management and an Early Pay financing program for subs. The company reports a 40,000+ contractor network.

Strengths

  • Prequalification runs on Constrafor’s master form or a form customized to your own requirements, with follow-ups and reminders to subs and continuous monitoring of their risk profiles. It is free for subcontractors.
  • The COI module beside it reads certificates with Insurance CoPilot, described on the site as having ChatGPT built in, and tracks limits, additional insured designations and endorsement numbers per project.
  • Integrations named are Procore, Viewpoint Vista, Autodesk Construction Cloud, Sage 300 and CMiC.

Considerations

  • The prequalification page does not list what categories are collected, financials, safety, insurance or licenses, so ask for the form in the demo.
  • Pricing for general contractors is not published. The pricing page on the site covers subcontractor financing.

How to choose

Start with who is asking the question. If risk managers at an owner or a large GC need scored assessments across hundreds of subs, and the subs can carry a subscription, Highwire, Avetta and ISNetworld are built for that. If estimators need the score before they award, TradeTapp inside BuildingConnected Pro and Procore Prequalification inside Procore put it where the bid happens. Constrafor fits a GC that wants prequalification, COIs and sub financing from one vendor.

If the person asking is the contracts administrator or project coordinator who has to turn a qualified sub into a mobilized one, the question is different. It is whether the W-9, license, bond and COI collected in prequalification become the vendor file that runs the subcontract, the waivers and the payroll. That is what Contracts Connected is built for, and it is why we put it first for general contractors and subcontractors rather than for enterprise risk teams.

One test that sorts the tools quickly: ask each vendor what happens to the COI after the sub is approved.

How we evaluated

We visited each vendor’s own website on September 19, 2026 and recorded what it says about who the product is for, the AI it names, the integrations it names, the pricing it publishes, who pays, and the feature that sets it apart. Where a page did not answer a question, we wrote “not published” or left it out. We did not use review sites, analyst reports or third-party comparisons, and no vendor paid to be listed. Contracts Connected is our product, so we held it to the same format and listed its considerations alongside everyone else’s. Written by Lars Herman. Our co-founder ran a large federal general contracting firm for 15 years, about 100,000 documents a year.

What is the best subcontractor prequalification software for general contractors?

Contracts Connected when the prequal file should run the job. TradeTapp or Procore for a risk score inside your bidding platform. Highwire for deeper assessments.

What documents do you need to prequalify a subcontractor?

At minimum a W-9, current license, certificate of insurance and, where required, a bond or surety letter. Most GCs add financials, safety history and references.

What is the difference between prequalification software and a contractor management network?

Prequalification software runs your own questionnaire. A network like ISNetworld or Avetta holds one sub profile that many hiring clients review, funded by sub subscriptions.

Do subcontractors pay for prequalification software?

On ISNetworld, yes: contractors pay an annual fee by workforce size. Highwire bases contractor subscriptions on headcount. Contracts Connected and Constrafor are free for subs.

Which prequalification tools publish pricing?

Only Contracts Connected publishes a starting price, Foundation from $416 a month. TradeTapp, Procore, Highwire, Avetta, ISNetworld, ComplyWorks and Constrafor quote through sales.

Which prequalification tools integrate with Procore?

Highwire syncs projects, contractors and contract data with Procore, and Constrafor integrates with it. Contracts Connected works out a Procore integration with each customer, case by case. TradeTapp connects to BuildingConnected Pro and Forma Build instead.

Is point-in-time prequalification enough?

No. A sub qualified in January can lose a license or let a policy lapse by June. Renewals, reminders and continuous tracking close that gap.

Does Procore have subcontractor prequalification?

Yes. Procore Prequalification offers hundreds of default questions you can customize, lets you approve or deny submissions, and invites subs through its connected bidding tool.

What does TradeTapp do that a questionnaire does not?

It runs financial ratio calculations against internal limits, benchmarks the sub, recommends mitigation, automates renewal requests and syncs qualification status to BuildingConnected Pro for bidding.

Can AI prequalify a subcontractor?

AI can read what a sub submits and flag gaps against your requirements. Contracts Connected does that for the COI in DWY; people decide.

What happened to ComplyWorks?

ComplyWorks now sits under Veriforce Canada. Its old domain redirects to veriforce.ca, where it is one of four products alongside SafeContractor, SafeLearning and SafeEmployee.

Which prequalification software replaces spreadsheets and manual follow-ups?

Any tool on this list replaces the spreadsheet. Contracts Connected also replaces the follow-ups: the vendor fills out your questionnaire and uploads documents on one link, and the portal reminds vendors on Monday and Wednesday mornings until everything is in.

Can prequalification software check insurance and certifications as they arrive?

Contracts Connected’s AI reads each certificate of insurance against your requirements as it arrives and tells you what’s short. Licenses and certifications are collected with their expirations tracked; it does not check them against state license boards.
